On April 9th, Falun Gong practitioner Mr. Li Xuangang went to work at the construction site of the Chibi Water Navigation and Hydropower Project Office of Hunan Province, which is located at Meihu Village, Chefu Township, Chibi City, Hubei Province. He was arrested by police officers from the 610 Offices (an organisation of special agents just for persecuting Falun Gong) of Changsha County, Hunan Province and Chibi City in Hubei Province. He is currently being detained in Chibi City, the exact location unknown.

After the persecution began, Mr. Li Xuangang went to Beijing on July 20th, 1999 to appeal for Falun Gong. He was sentenced to four years in prison and a year of forced labour. After being released, he worked as part of the Chibi Water Navigation and Hydropower Project. Mr. Li left home every Monday and went to work at the construction site in Hubei and returned to Changsha on Fridays.

Mr. Li Xuangang has been persecuted repeatedly over the past ten years for practising Falun Gong. In October 2000, he was sentenced to four years and was taken to Chishan prison in Yuanjiang, Hunan Province. After he was released, he was taken to the Laodaohe Brainwashing Centre in June, 2005, where he was detained for over two months. In June 2006, he was again arrested and taken to the Xinkaipu Prison in Changsha. In August 2007, the authorities took him to the Changsha County Detention Centre, only three weeks after he was released from prison.

In 2010, the police attempted to arrest Mr. Li Xuangang, but failed to do so.

During the National Congress Meeting in 2011, police officers from the Changsha 610 Office and State Security Unit of the police department went to Mr. Li’s workplace in Hubei Province. They tried to arrest him on numerous occasions, but were sent away by people who knew the facts about Falun Gong. Early this year, police officers from the Chibi 610 Office, State Security Unit and local police station again went to Mr. Li's workplace and harassed him.

After his latest arrest, Mr. Li Xuangang's whereabouts have not been ascertained.
