Ms. Zhu Guoying, a Falun Gong practitioner from Beixing Farm of Heilongjiang Province, was taken from her home by local police on December 2nd, 2007. Accompanied by relatives, her mother went to appeal but was threatened by official personnel.
Ms. Zhu Guoying is 51 years old. Her husband does business out of town, so she lives with her elderly parents.
Around 10 a.m. on December 2nd, 2007, Beixing Farm Police Department's Zhongxing Police Station head Li Hui and police officer Li Yonggang rode in two police cars with more than ten other people and abruptly broke into Ms. Zhu's home. Without showing any ID, they only claimed that someone had reported Ms. Zhu for speaking about the facts of the persecution of Falun Gong, and they said they had received orders from upper management to arrest her. In fact, this was just an excuse. The truth is that, with the year end approaching, they wanted to extort some money. (In the past, they often arrested Falun Gong practitioners for the purpose of extorting money.) In addition, the police swarmed in and ransacked the house. When Ms. Zhu's mother, in her 80s, tried to reason with them, the police simply ignored her and kept her inside the room. Then they forcibly took Ms. Zhu to the police department.
After her daughter's arrest, the elderly woman had no one to take care of her. Also, due to her poor health, she fell ill. On the sixth day after Ms. Zhu's arrest, December 8th, the elderly woman heard that her daughter had gone on a hunger strike to protest the unjust detention. The mother became very worried, but she didn't know what to do.
Then she learned that Ms. Zhu had been transferred to the Detention Centre of Hongxinglong Agriculture and Reclamation Administrative Bureau. So on December 9th, the mother went to visit her daughter with other family members. She knew that her daughter had been on a hunger strike for five days, so she first went to see the director of the Civil Administration Department. However, the director refused to see her and, instead, simply directed her to Yang Cunguang of the Political and Judiciary Committee 610 Office1. Yang was not in at that time, so they only met with a director, Mr. Ren. He shouted at the elderly woman, "Practising Falun Gong is anti-communist. Your daughter will not die. However, to release her is absolutely impossible." In the presence of this irrational person, the mother became very upset and almost collapsed. The official just wanted them to leave and threatened to detain them if they did not. Furthermore, the 610 Office staff planned to take the mother to the police department, but was stopped by the person accompanying the mother. Fearing the consequences, they took the mother to a hospital in the end.
In fact, the police station staff has extorted money from Ms. Zhu several times. In October 2006, led by Liu Qingshan, Zhao Wenkai, Li Yonggang, and Yan Xiaomei, they ransacked her home and took three books and some personal belongings. They haven't returned them so far. On December 6th, she went to visit her family-in-law in Qiqihaer City, but she was stopped at the bus terminal by the Centre Police Station head, Li Hui, and his men. They took her to the police station and didn't release her until 3 p.m. As a result, Ms. Zhu missed her engagement with her in-laws.
Since July 20th, 1999, Ms. Zhu has been harassed by the Beixing Farm Police Department many times. Li Yonggang and others have ransacked her home, arrested her, detained her, and extorted more than 25,000 yuan2 from her family.
