These letters all expressed that France and its European partners have started to pay attention to the persecution of Falun Gong in China that has been happening since July 1999. Concerns were also expressed towards the reports of extensive cruel tortures being inflicted on innocent practitioners during the 3-year persecution. It was said in the letters that France and the European Union have made efforts to improve human rights in China. Every six months they bring up with the Chinese Government issues such as violations of human rights, the freedom of speech for individuals and for groups, and the freedom to express ones opinion. More issues are also discussed, such as cruel torture, and the imprisoning people in forced labour camps without legal procedures. The French Prime Minister addressed the issue of human rights in China to the Chinese Premier during his visit at the end of September this year.
Some of the letters paid close attention to the recent event in which the Cambodian authorities, under pressure from the Jiang regime, turned in two Falun Gong practitioners to China who were under the protection of the United Nations High-Class Refugee Bureau. The letters indicated that those two Falun Gong practitioners inviolability and their security should have been respected.
