On the morning of May 21st, 2012, chief Liu Bin and officer Zhu Xiaohui from the Zhaobeikou Police Station arrested Ms. Zhang Huimin and Ms. Deng Gezi, two Falun Gong practitioners from Gutouzhuang Village in Xiong County, Hebei Province, and took them to the station. That afternoon the women were transferred to the Domestic Security Team in Anxin County and detained at the Anxin County Detention Centre.

On the morning of May 25th, officers from Zhaobeikou Police Station, Anxin County Domestic Security Team, and Anxin 610 Office (an organisation of special agents just for persecuting Falun Gong) took Ms. Zhang and Ms. Deng to Shijiazhuang Women's Forced Labour Camp. All the officers accompanied the practitioners, because they intended to divide the bonus money. It had been announced that, for each practitioner sentenced to forced labour, the participants would receive 30,000 yuan1. Ms. Deng was taken to the camp, but because Ms. Zhang failed the physical, labour camp personnel refused to admit her. Frustrated, and wanting to get as much money as possible, they had Ms. Zhang examined six or seven times. Because the labour camp was firm about not accepting her, they had to take her back. Liu Bin and the other officers didn't think they had gotten enough money, and they were not satisfied, so they detained Ms. Zhang for a few more days and then took her back to the labour camp. That didn't work, so they took her to Anxin County Police Department and then called the police department head and the 610 Office, but neither was willing to detain Ms. Zhang. The detention centre also did not want to hold her. Liu Bin and the others still did not want to give up, so they held her in the detention centre and attempted to extort money from her family. Ms. Zhang had no choice but flee from the detention centre.

In order to remain in power, the communist regime squanders huge amounts of money. It encourages rampant corruption, teaching people to be greedy and destroying what conscience they may have. With no money to support it, it would not be able to maintain this persecution for even one day.

In Xiong County, during the past year or two, the Domestic Security Team, 610 Office, and police station have been arresting practitioners.

On May 13th, 2010, Guo Jun and Zhang Baozhong from the Domestic Security Team in Xiong County arrested practitioners Ms. Dong Wencai, Ms. Zhang Lanfen, and Ms. Zhang Guizhen. That night, Ms. Zhang Lanfen was released due to sickness symptoms. Hou Jingfen was detained for ten days and then released.

On the morning of July 27th, Mr. Liu Ruifang in Xiong County was arrested by the Domestic Security Team. That afternoon he was tkn to the Baoding City Detention Centre, but the detention centre refused to accept him, and they had to take him back. His family had 10,000 yuan extorted from them.

On the evening of March 23rd, 2012, two female practitioners were arrested by the Domestic Security Team. Each practitioner's family was ordered to pay 5,000 yuan to have the women released, but the families refused to comply. The officials bluntly told the families that they were not interested in persecuting practitioners, but were interested in making money. After repeated negotiations, the practitioners' families had to give them 2,000 yuan.

On the morning of April 13th, 2012, 61-year-old practitioner Mr. Liu Ruifang from Xiong County was arrested at the vegetable market by personnel from the Domestic Security Team. They attempted to take him to Baoding Detention Centre. At Xiong County Hospital, Mr. Liu was diagnosed with an illness. At 5 p.m., they took him to Baoding Detention Centre, but because he failed the physical, they had to take him back home. It was already after 10 p.m., but they extorted 5,000 yuan from his family.

At 5:00 p.m. on April 16th, 60-year-old practitioner Mr. Deng Zhenmin was arrested and taken to the Longwan Police Station and then to the Domestic Security Team in Xiong County. A forced labour sentence was submitted for approval in the evening. On the morning of April 17th, Guo Junxue from the Domestic Security Team and others took Mr. Deng to the Xiong County Hospital for a physical. At 1:00 p.m., he was taken to Handan Forced Labour Camp. His family wanted to pay them to release him, but they were informed that they needed to hand over at least 30,000 yuan. On the morning of April 18th, Mr. Deng did not pass the physical at the camp. Personnel from the Domestic Security Team tested him four times, but he still did not pass. The camp refused to hold him, and they had to take him back to the Xiong County Police Department.

On the afternoon of May 4th, 2012, two officers from Shuangtang Town Police Station in Xiong County broke into the home of Mr. Yuan Shushan. They took Falun Gong information CDs. They detained Mr. Yuan in Xiong County Detention Centre for 15 days and then took him to Handan Forced Labour Camp. During that time, his family paid out 10,000 yuan to get him released, but it was still not enough.

On the morning of May 8th, Guo Junxue, head of the Domestic Security Team in Xiong County, and eight or nine others broke into Mr. Bo Ying's home. They took Falun Gong books, and four or five people attempted to arrest him. Mr. Bo resisted and they were unsuccessful.

On the evening of May 21st, Li Xiaolou, Li Chunlan, Deng Xiaoduo, and Wang Yumei from Longwan and Daowu Village in Xiong County were arrested and taken to Longwan Police Station. The next afternoon, elderly practitioners Li Xiaolou, Li Chunlan, and Deng Xiaoduo were released. Li Chunlan (to the tune of 1,400 yuan) and Deng Xiaoduo (for 1,800 yuan) were victims of extortion. Ms. Wang Yumei escaped from the police station. In order to avoid further persecution, she was forced to be homeless. It was reported that personnel from Longwan Police Station stayed near her home intending to arrest her again.

Personnel from the Domestic Security Team, 610 Office, and police station in Xiong County regularly arrest and sentence Falun Gong practitioners to get huge amounts of money.

On the morning of February 25, 2012, teacher Wang Xiaodong from Zhouguantun Village, Fu Township, Botou City, Hebei Province, was arrested by personnel from the Political and Legal Committee and the police department. They ransacked his home and took many items, as well as 20,000 yuan in cash. Everyone in his village was very angry that such a trustworthy and innocent teacher was arrested. Every household sent a representative to draft a petition to the Procuratorate for Mr. Wang's release. The representative, on behalf of each household, signed their names and placed their thumbprints on the petition. The village head stamped it with an official seal. According to reports, the petition bearing 300 thumbprints has seriously disturbed the CCP leadership. It's been reported that the Procuratorate turned this case down and returned it to the police department due to insufficient evidence.
