Li Qingshan is the head of the Lincheng County 610 Office (an organisation of special agents just for persecuting Falun Gong) in Hebei Province. Since he assumed the post, Li Qingshan has arrested at least 40 Falun Gong practitioners and has personally tortured practitioners. Three young practitioners have suffered mental breakdowns and ongoing mental impairment under persecution by Li Qingshan.

A Reputable Physician Was Drugged in a Brainwashing Centre

Ms. Zhang Surong, a resident of Beipanshi Village in Lincheng County, was a physician at the Haozhuang Clinic. She started practising Falun Gong in 1994 and followed the principle of Truthfulness-Compassion-Forbearance. In her medical practice, she often used medications that cost less but were as effective as expensive ones for patients who were poor farmers of limited financial means.

In the spring of 2003, Ms. Zhang was arrested while she was distributing flyers about the persecution of Falun Gong. Li Qingshan extorted 2,000 yuan1 in cash from her family and then sent her to the Xingtai Brainwashing Centre. She was deprived of sleep and threatened by the brainwashing staff day after day. In the end, Ms. Zhang could not take the tremendous pressure, and she renounced her belief in Falun Gong. However, the 610 Office did not stop persecuting her. They poisoned her by mixing nerve-damaging drugs into her food.

After being released from the brainwashing centre, Ms. Zhang suffered from mental problems. She often wanders about without knowing where she is; she walks outside without shoes in winter; and she is unable to carry out her daily functions and activities. She does not recognise relatives and friends and forgets the way home. Several times she lost her way while out with her child, and they were taken home by some kind people. Her husband left her, and she lost her ability to work as well. Ms. Zhang's family has hospitalised her so she could get treatment several times, but it has not been found to be helpful.

Brainwashing Caused Ms. Wang Lijuan to Suffer a Mental Breakdown

Ms. Wang Lijuan, a resident of Wangzhuang Village in Lincheng County, was a restaurant owner. In the spring of 2004, she was arrested while at home by Li Qingshan and other 610 Office personnel and brought to the Xingtai Brainwashing Centre. She was force-fed and deprived of sleep, and threatened with potential consequences to her family. Like Ms. Zhang Surong, Ms. Wang finally renounced her belief due to the great pressure, but she was also drugged by brainwashing staff, which resulted in a mental breakdown.

Ms. Wang is now unable to control her emotions and frequently switches between laughing, crying, and shouting. She cannot take care of her daily living needs and has been hospitalised several times. Her mental condition has caused problems for her family. Her family members are very saddened by this state of affairs, but there is no way for them to seek justice under the current communist regime.

Li Qingshan also manipulated some villagers to watch Ms. Wang's home and report on her visitors. On September 11th, 2004, upon receiving reports, Wang Pei, director of the local domestic security division, arrested Ms. Wang Liqing, who was visiting her sister Ms. Wang Lijuan at home. After detaining Ms. Wang Liqing at the Lincheng County Detention Centre for a month, Li Qingshan sent her to a forced labour camp for two years.

A Twenty-Year-Old Was Persecuted to the Point of Mental Disability

Mr. Wang Lei, who is in his 20s, is a resident of Beipanshi Village in Lincheng County. He lived with his parents, younger brother, and younger sister in one household. Both of Mr. Wang's parents are Falun Gong practitioners, and he understood Falun Gong's teachings and supported his parents in their belief.

In the spring of 2004, Mr. Wang's mother was arrested at her home by Li Qingshang and sent to the Lincheng County Detention Centre. Mr. Wang's father went there and tried to reason with Li Qingshan. Afterward, Li Qingshan arrested Mr. Wang on his way home. One month later, Mr. Wang was sent to the Handan Forced Labour Camp, where he was tortured.

Mr. Wang was beaten so severely that his back was covered in wounds and he could only lie on his stomach when sleeping. Furthermore, he was drugged with nerve-damaging drugs at the camp. After he was released, Mr. Wang was unable to sleep day or night. He shouted and ran around in a crazed state, and posed a danger to himself.

Li Qingshan Is Still Persecuting Falun Gong Practitioners

On May 19th, 2011, Li Qingshan arrested practitioner Ms. Wang Lixia at her convenience store and sent her to the Xingtai Brainwashing Centre. Her husband, Mr. Zhao Lianbin, had already been arrested on June 2nd, 2010. After having been tortured at the brainwashing centre, he was sentenced to three years of imprisonment by the Lincheng County Court in January 2011.

Besides torturing Falun Gong practitioners mentally and physically, Li Qingshan has extorted money from them and their families. In March 2003, he extorted 2,000 yuan from Mr. Wang in Beipanshi Village of Chengguan Town; and he extorted 4,000 yuan from a practitioner surnamed Yang in the same village. In April, he extorted 2,000 yuan from Lu, a retired teacher at the Lincheng County High School. In September, he extorted 8,000 yuan from Mr. Chen and his family in Zhubi Village of Heicheng Town. Later, he forced Mr. Chen to pay for a dinner worth 500 yuan for himself, Wang Peifu, director of the local Domestic Security Division, and others.
