According to a report on the BBC's Chinese website on November 20th, 2008, Hong Kong’s last English governor Christopher Francis Patten said, "China is at present challenging the basis of the international system, because it is publicising the notion that it doesn’t need democracy and that it can still become rich. China’s latent threat, isn’t cheap export goods, but is the rejection of Western democracy".

Radio Free Asia broadcasting station interviewed Sichuanese internet writer Ran Fei Yun, who said that he supports Chris Patten’s view, but also added, “I see that the headline should be the CCP is challenging the West but the CCP is not China. The CCP persistently mixes up notions of things like country, nationality and political power.”

He continued, saying that the Western Media and its relevant personages should distinguish between the people and the rulers. Chris Patten says that China’s economy is very successful; this is the result of the CCP’s propaganda. The growth of the economy under the CCP’s rule is a deformed growth and has not allowed the common people to obtain more benefits.
