I took note of the letter that you sent to inform me about Mr. Zhao Ming’s situation. I was deeply distressed by the tortures inflicted upon him. Rest assured that I will take up this case and pay very careful attention to it.

I asked Mr. Jean-Pierre Philippe, a Counsellor of my Cabinet, to keep you informed on all the procedures that we undertake in this matter. I hope that they will meet with success and that they will contribute to end the unbearable tragedy that befalls the members of your association.
